Freedom is the ultimate value which human beings are searching, is the key concept in western liberalism theory, and is also the core and forefront of issues which Chinese and foreign theoretical circles concern about. Different people have different understanding and recognition of freedom. Isaiah Berlin as a British political philosopher and historian has unique opinion of freedom. Under the specific historical conditions, he carries on completely new sorting and interprets of the concept of freedom. Berlin as liberalism masters is defined following his writing named"two kinds of the concept of freedom"published. But due to historic and realistic reasons, people have different recognition and understanding of Berlin's liberalism all the time. This article is based on different understanding of Berlin's liberalism, aims to providing my own opinion. Firstly, the article will give a clear and detailed sorting of times background and theory origin of Berlin's freedom and also two kinds the concept of freedom, aims to help people have a intact and overall recognition of Berlin's freedom; Secondly, based on explaining of two concepts of freedom content, further we will discuss tension relations between positive and negative freedom, let people gradually recognize that it is necessarily helpful that keep the tension relations between two kinds of freedom for society development in practice.
