John Stuart Mill is a famous British liberal thinker whose thought reflected the age and life on philosophy. His liberalism not only inherited the kernel of Classical liberalism,but was also based on the specific political and social environment, which made a fullest defense for the individual freedom of democratic age. He worried about the "majority tyranny", the custumal society and the authoritarian press. Meanwhile, he underlined the free thought, unconstrained personality and various society. Besides, he related freedom and personality to the progress of society closely. Mill’s liberal philosophy theory includes freedom and utilitarianism which contradict each other in some way. But his understanding about freedom is various and dimensional. He not merely made the freedom a mean of social progress, but also made the freedom as a final target. In this way, he successfully solved the problems of his liberal theory in logic which greatly protected his personal freedom relating to traditional liberalism.Mill was a thinker who inherited the past and developed the future in the history of liberalism. He was good at making full use of the routine and experience in relation to the development of history and then made great progress in his thought. To solve the historical and moral troubles relating to Classical liberalism both in theory and practice, he got involved in the politics himself and reflected in time. He also revised the freedom of the social and economic basis for democracy in theory which made his liberal theory became a rich and full of affection. This amendment led the classical liberalism to the new liberalism.Currently, China is during a changable period in society. And Mill’s liberalism in relation to the thought of law has an important revelation to the development and improvement of our legal system.
