With the development of social productivity, human beings have entered into apost-industrial age. Reformed economic foundation has brought about changes onsuperstructure, that is, forms of administrative management. As for administration, thereis a transition from by regulations to service-oriented, with government managementmode altered from authoritarian to service-oriented as well. What an authoritarianmanagement mode mostly differs from the service-oriented one consists in the idea ofvalue. For the former, administrative organization is regarded as a static entity withoutinfluences from outside world. Efficiency is emphasized and the bureaucratic system isbuilt in the principle of dichotomy between politics and administration and politicalneutrality, which turns administrators to impersonal tools. For the latter, the servicevalue is attached great importance to and they persist in the idea of putting people andsociety first, which is realized on the basis of independent personality of administrators.“Hardware” like transformed government functions and innovated legal system isnecessary but sufficient for effective administrative service. There still is a lack ofanother “software”——people,“if we can provide a wide sphere for formation ofindependent personality of administrators, then design plan for service-orientedadministration can be viewed as successful, otherwise, it contradicts the nature ofservice-oriented administration”.[2]Based on the starting point of form the ideal administration personality forservice-type government construction, first, based on the theory of public service andadministrative ethics thought; use historical analysis and standard analysis method toformulate ideal personality trait of administrative, and analyzes the isomorphism sex ofideal personality and service-oriented government administrative. Then, using logicalanalysis and according to the socialization theory and social role theory analyzes therelationship of the administrative culture and administrative personality, drawing theconclusion: administrative personality is sedimentary deposits of administrative culture;administrative culture models administrative personality. Then, based on the theory ofadministrative ecology analyzes the influential factors of administrative culture change, drawing the conclusion: administrative culture is effected by inside environmentalimpact and outside environmental impact. Finally in order to form the idealadministration personality, according to this view of administrative culture modelsadministrative personality, seeing from the influence factors of the administrativeculture change, uses some feasible methods reform the existing administrative culture,expecting to bring in the administrative culture of administrative service that can formthe ideal administration personality.
