The Core Competencies Research Of The District(County)-government Of West China

These days, the west developed countries, such as U.S. & U.K., came about management study, which is based on competencies, in order to develop performance criterions and upgrade the organizational performance. And the American researcher's production is representative. Along with the turnaround of government function and the innovation of administration systems, people focus on the improving of government performance, but there lies a great gap between the realism and goal. Based on the core competency of government, this research is trying to diagnose the executive competencies and executive system of local government. Because of the limitation of study condition and capabilities, this research didn't reach our aim, but the researchers think our views could arouse scholars and officials'attention and boost more study.Based on psychology, organizational theory and behavior, management, statistics etc., this research has done a theoretic study on core competencies, and a demonstration study on District (County) -government of West China. By factor analyzing, we got 11 core competencies of District (County) -government of West China, and compose a core competency model of District (County) -government of West China. We probe into measures and suggestions for developing the level of the government management, and are hoping our research could offer effort on the innovation of administration system and government performance management.It is the investigative innovation. We got 11 core competencies of District (County) -government of West China: stratagem programming competency, serving people, human resource developing and deploying competency, probity and diligent administration, agility and high effect, legal administration, resource utilizing and deploying competency, government study competency, policy based on people, strategic control competency, image management competency. Based on demonstration study, we compose a core competency model of District (County) -government of West China.It is the investigative deficiency. Because of extensive investigative area and distributing odds, the deputation of data is impacted; and the Countermeasure of the research need be validating.
