Research On The United States Defense Acquisition System

The United States is the only superpower in political, economic and military. Its Defense Acquisition System is under integral structure with clear steps and scientific methods. The United States government is not only the organizer of the United States Defense Acquisition but also the final user. The United States has established a huge acquisition management system giving priority to the Ministry of Defense rather than governmental departments. The United States Defense Acquisition has obvious superiority and typicality in structure compared with other countries. The US defense acquisition takes the management system of centralized leadership and decentralized implementation. It divides the function of project procurement, contracts, testing and fund management to separate,as well as setting up the position of plan executive officer. This system implements management specialization and uses the organization of joint management and service rotation to strength the management of inter-service project. Meanwhile, the system has coordination organization to reinforce departments'cooperation and communication. In addition, the US defense acquisition system is active to enhance Military and civilian union. Studying on the science and rationality of the modern US defense acquisition system can improve our national defense acquisition system, and enhance quality and combat capacity of our army, which means a great deal to the modernization of our country's national defense.
