Research On Rural Public Crisis Management In China

At present, a great deal of deep-seated contradictions and conflicts appear during the social Transitional Period of China, which cause more and more rural paroxysmal incidents of groups. And it has become one of the most crucial social problems. Therefore, it is very useful to study how to take precautions against and deal with this problem, which at the same time is also one of important contents of studying public crisis management during the process of market reform in China.The paper is divided into four parts.The first part,"introduction", explains why I chose this subject and the level of the study on crisis management home and abroad.The second part,"general overview of the interrelated theoretical", first gives definitions about"crisis management"and"paroxysmal incident of groups".The third part,"the analyses on rural paroxysmal incidents of groups in current China", first describes the evolution of rural paroxysmal incidents of groups in China and defines the essences of rural paroxysmal incident of groups in China., then describes the traits of it ,and analyzes the causes of it . Rural paroxysmal incident of groups in China is a kind of internal contradiction and conflict within people, which is partly oppositional. It seems to be a trouble that is not simple. Rural paroxysmal incidents of groups in China include three characteristics. Firstly, more and more political events emerge as subjects become more centralized. Secondly, we pay more attention to a group of new-style leaders who make events more systematical. They are literate and know the policy of our country very much. Thirdly, forms of conflicts upgrade little by little and tend to forcible means. In the process of our market reform and the transform of our governmental functions, multitudinous social contradictions constantly emerge. They make up of reasons of rural paroxysmal incidents of groups, some are economic and political, some are legal and institutional, others are from peasant themselves. The last part,"suggestions", which puts forward five measures to take precautions against and deal with rural paroxysmal incidents of groups in current China. Firstly, we must adopt fundamental measures to change the present pattern of interests division. In other words, we should promote the development of agricultural economy vigorously, lessen the burden on the peasants, and increase the incomes of the peasants. Secondly, the political system reform must be accelerated. Consummate the management system in order to keep the stable social order in the countryside effectively. Thirdly, the government need to take measures to change the notions of the peasants and their ways of thinking and enhance their legal consciousness, which can invoke their enthusiasm to properly take part in the public affairs. Fourthly, cultivate our crisis consciousness and establish the crisis manage system. Lastly, it's the urgency to build"responsible government"and establishing"administrative accountability institution"is one useful way which can make it into reality.
