The prevention,reply and government to paroxysmal public crisis is one of the most important subjects that the theory circle and the practice department meet,which has a strong relationship to the political stability and sustainable development of economy and society.In these years,the paroxysmal public crisis shows a rising trend.It happens not only because of physic causes,but also of social reasons. The paroxysmal public crisis has become an hot spot and focus that people pay a lot attention to for its suddenness on happening,publicity on influence and severity on destruction.How to respond to the paroxysmal public crisis has also become an important part of our government.In dealing with it,the traditional ideal of handing the crisis only by government should be replaced by network governance.That is to say,we should absorb all kinds of social forces to cover the shortages of government.And the enterprises should exercise its social responsibilities in paroxysmal crisis positively by its fund and business ability..Owing to its advantages in professional work and information,the mobile telecommunication industry must give full play to its business expertise in the governance of paroxysmal public crisis.Based on Yueyang,this thesis try hard to analyses the value of the mobile telecommunication’s doing its social duty in paroxysmal public crisis and explain the reasons of its poor performance.Combining with the the current situation,this thesis brings forward some ideals to improve,and hope that it could promote the cooperation between our government and the mobile telecommunication in paroxysmal public crisis,meanwhile provide some theoretical basis for setting up a useful governance in paroxysmal public crisis.
