The Construction Of External Information Communication Mechanism In Public Crisis Management

At present, the world has entered the era of frequent crisis. As a result, the public crisis management is attracting increasing attention. As one of the important parts of the public crisis management, the information communication mechanism runs through the entire process in crisis management, and impacts in all aspects of crisis management. So it has been an important research area in public crisis management. This paper is focused on the external information communication mechanism which is a part of the public crisis management. It studies the functions of government, media and the public in the external information communication mechanism in public crisis management, and also studies the relationships between them in the mechanism. Then gives proposes which can construct and improve the external information communication mechanism in public crisis management in current China by studying the theories, the status quo, and the experience abroad.This paper is divided into four parts:Section one is the introduction of the concepts of information communication mechanism in public crisis management. It defines some related concepts and analyses the kinds of information communication mechanism in public crisis management and discusses the importance of the external information communication mechanism in public crisis management.Section two is the study of the external information communication mechanism in public crisis management in current China as well as the operation of this mechanism: firstly, this part discusses the crisis handling in 2008 Beijing Olympic, and then gives description and analysis about the conditions, achievements and problems of the external information communication mechanism in public crisis management in current China.Section three is the introduction of the successful experience of the external information communication mechanism in public crisis management which is from the United States, Japan and South Korea. The successful experience is mainly about the construction of the public crisis management system, and the good interaction between government, the media, and the public.Section four gives proposals on the improvement of external information communication mechanism in public crisis management in current China. And those proposals are given by the view of the interaction and mutual assistance between government and the public, government and the media, the public and the media.This paper focuses on the external information communication mechanism and aims at providing some recommendations in constructing and improving the external information communication mechanism in public crisis management via the case study, the discussion of current status and practical ways that can be brought into effect natively. The inadequacy of this paper is the lack of the research on systematic theory. At the same time, only the combination of foreign successful experience and the national situation of China is tested by domestic practice, it can improve the external information communication mechanism in public crisis management in current China effectively.
