As a basic means,external communication runs through the whole process of local government crisis management.Whether it is pre-crisis prevention,crisis management in the event or recovery management after the event,external communication is inseparable.Before the crisis occurs,the risk information of the incubation period can be collected and processed in time through external communication,so as to effectively avoid or reduce the negative impact of the crisis;in the event of a crisis,good external communication can prevent the generation and dissemination of misinformation.Stabilize the people's hearts,promote the achievement of social consensus,and effectively publicize and mobilize social forces to unite and cope with the crisis;in the recovery and reconstruction period after the crisis is resolved,the sequelaes left by the crisis can be completely solved through communication with the public to make up for the crisis.Damage,summarizing lessons learned to improve the response to such crises.In recent years,with the continuous development of public crisis management practices in China,local governments have achieved good results in external communication in crisis management,such as the establishment of a regular mechanism for public free access to crisis information,and the public tendency of local government crisis information.In the normalization,the crisis of local government and the public is increasingly diversified.At the same time,due to the lack of local government crisis communication awareness,imperfect institutional settings and imperfect legal systems,local governments in China face a series of obstacles in external communication management,and external communication problems.It has become an important factor limiting the quality of local government crisis management.Based on the analysis of the status quo of local government external communication in public crisis management,this paper takes the “11·4” carbon nine leakage incident in Quangang as an example,uses literature research method and interview method to collect relevant data,and uses case analysis method and summary summary.The law explores the problems existing in the external communication of local governments in the carbon nine leakage incident,and throughthe analysis of the reasons,further explores the countermeasures and suggestions for improving the external communication quality of local governments in public crisis management.Firstly,combined with the collected case information,the local government's external communication in public crisis management is analyzed.It is found that the current local government still exists in external communication: the crisis incubation period lacks risk communication work and social mobilization is insufficient,and the crisis breaks out.The information is not released in time,not comprehensive,and the post-event communication during the crisis recovery and reconstruction period is not in place.Secondly,through the analysis of the problems of local government's external communication in the carbon-nine leakage incident,it is found that the main causes of local government communication barriers are: local government crisis communication awareness is not strong,institutional settings are not perfect,crisis communication legal environment is not Sound and crisis communication performance assessment and lack of accountability system.Finally,the countermeasures and suggestions for improving the external communication quality of local governments in public crisis management are proposed in a targeted manner: improving the external communication awareness and ability of local governments in public crisis management;improving relevant laws and regulations and maintaining good interaction with the media;Improve relevant performance appraisal and accountability systems.
