The construction sector, especially public project, is the worst-hit area of corruption not only in China, but also in the world. The corruption in construction projects is the most serious, both in developed and developing countries. This study aims to establish an effective standards system for integrity management, which will promote project integrity management and reduce the risk of corruption effectively.With the analysis of existing researches on corruption, and based on the vertical and horizontal comparison on current international anti-corruption initiatives, the author summarizes six guiding principles of project integrity management, including: anti-corruption will of leaders, attention to the behaviors of relevance organization, necessary training and education, effective communication and reporting channels, effective financial control and audit, effective public information. The author than turns to study on the basic framework and specific mechanisms of project integrity management standard system, referring to the general methodology of some international standards, addressing that the basic framework of project integrity management standards should include accountability mechanism, dynamic mechanism, supervision mechanism and protection mechanism, as well as the 13 factors included in the mechanisms. The paper also analysis and discusses the standards system in different levels, including national, industry, project and enterprise. The conclusion is that the Project Integrity Management Standard for Project Execution Team should be the core standard of project integrity management standards system.The study on Project Integrity Management Standard for Project Execution Team (PET) is based on the analysis of project integrity management standard, using the concept of PET by PMI. It gives definitions of terminology, establishes the evaluation system and details specific provisions. Besides, the score system for the standard is established by Experts Grading Method. The processes of its implement are also addressed, as well as a number of operational recommendations about the implementation of the standard.Project integrity management standards not only help organizations check its integrity of operation, but also contribute to the evaluation and supervision on the organization by other parties. The result of this study is helpful for various parties of different projects, and also has reference value for government departments.
