At present and future period there are several important ways to combat corruption in China: scientific prevention and control of corruption, institutional constraint of power and elimination of loopholes in the system of corruption. It is also the focus of government policy and policy highlights. The assessment of institutional integrity is the guarantee for effective system, as well as the basis of corruption prevention. So it plays a significant practical role in corruption prevention.The assessment of institutional in tegrity is to check whether the government's policies, regulations and files meet the integrity standard or not, which means to analyze flaws or corruption loopholes in institution itself. The assessment of institutional integrity was proposed by Central C ommission for Discipline Inspection Office and National Bureau of Corruption Prevention Office in 2010. Through four years development it has made important progress, but still has the following deficiencies: it is fuzzy for the connotation of the assessme nt subject and object; the content of assessment is too broad and the focus is not prominent, the primary and secondary contents are not divided; there are three problems in the assessment methods.(1) At present a regular assessment system has not been fo rmed.(2) By paying more attention to the analysis and implementation of the organization, the assessment ignores the significance of early demonstration, tracking and feedback.(3) Without fully mobilizing the social forces and evaluated unit's enthusiasm, current assessment is a top-down external evaluation, which leads to the lacking of absorption for public opinions and investigations. Additionally three deficiencies exist in the setting of assessment mechanism.(1) A long term mechanism for "the assess ment of institutional integrity" has not been established, it is only an occasional "pilot" assessment.(2) There is no synergy mechanism for the upper and lower linkage.(3) There is no stable tracking and feedback mechanism for "the assessment of institutional integrity". The main reason is that the assessment lacks the legal basis, partial assessment elements are not clearly defined and the assessment mechanism is not integral. Therefore, to make the assessment really effective, we should promote and strengthen the following four aspects: clear the factors and key points of the assessment; ensure the standardization and institutionalization in the assessment; establish a long term mechanism for the assessment; properly handle the various relations in the assessment.
