| Public reason is an abstract and complex concept, which is located in the most basic levels of moral and political values. In this paper, we consider public reason as reason of citizens after comparing it vertically and horizontally. It requires citizens to consider each other as libertyand equal and to resolve disputes under the rule of reciprocity in order to jointly promote their well-being. The main body of public reason is citizens which are free and equal, and its objective is political public good. The concern of public reason is the building and stability of good ordered democracy. All the forum in which citizens argue with each other on the basic and fundamental political issues or other important issues closely related to them are appropriate to the restrictions of public reason. The norms of reciprocity is the reasoning guidelines of public reason. And public reason is the unity of concept and ability. It will help us to link public reason with democratic practice.Public reason is a kind of practical reason. There is a close relationship between public reason and the development of democracy. The development of democracy is a necessary condition and background for the growth of public reason. On the other hand, the regulation and support of public reason is necessary to the development of democracy . The public reason in the process of China's democratic politics development is immature, and it needs a pro-active cultivate.In the reality of our situation, the cultivation of public reason is necessary and possible. We consider that this training should be a total power-driven, through civic education, the rules reform and the demonstration in public affairs mainly. In this model , organizations and citizens controlling the public power will be important. The reason to take this approach is that it's more in line with China's actual conditions, and it has more obvious advantages in possibility and Interoperability than oher models.
