Along with the sustainable development of society, we achieve progress in the strengthened integrated power and the society. At the same time new conflicts have emerged. The report of the 17th National People's Congress further pointed out that in the new stage of development continuing to building a well-off society comprehensively, developing Socialism with Chinese characteristics must thoroughly implement the scientific view of development. It is not only important to the construction and development but also have a theoretical and practical valve effect on the development process of the whole world. With the development of the reform and opening policy, the new Central Party Committee proposes many new measures. Chinese Communist Party 16th session of whole nation representative assembly proposes setting up correct achievement view in one's official career. It is extremely important and urgent.The General Secretary Hu Jintao has emphasized many times that a leading official should insist on building the party for the interests of the people, assuring power for the people and establish the correct view on achievement. New century, in order to construct a better society, our government offers the scientific thought on development. That is about people, society, environment and culture. Its purpose is to accelerate the development of society and people. As the backbone of the Communist Party of China (CPC) and the country, the leading officials'administrative activities influence building the socialistic harmonious society directly. The scientific thought on development demands that government and official have scientific thought of achievement. But long time, we only develop the economic and ignore the development of the society, politics, culture and environment. That leads to flu the false achievement. View on achievement is closely related with the concept of development. The concept of scientific development concept to guide achievement, achievement concept is the correct scientific concept of development in practice , the concrete manifestation. In a blind spot on the concept of development,often in the achievement of a misunderstanding. Only to the scientific concept of development as guidance,establish the correct political concept,we can really do everything from the people's interests,often think of an official duty,often seek development strategy,and often quit complacency of the heart,in addition to regular intelligence lazy line. And the future,work hard,forge ahead to create stand the test of historical achievements.This paper is consisting of three parts. Part 1: Related concepts and theoretical analysis. Part 2: Sum up the achievements of the mainstream on the basis of leading officials'achievements of the existing problems and the reasons were analyzed. Part 3: Measures of the concept of achievement advocated by establish the scientific concept of development.In part 1,deal with the implication of the view of right political achievement. As an ideological basis of leading officials'achievement, their achievement concept reflects their value orientation. In order to have a correct concept of achievement, leading officials must adhere to the"people centred"principle, implement the scientific concept of development and adhere to self - discipline. Only by doing so, can they make contributions to the reform, development and stability of the country. A correct view of right government achievement is not only a prerequisite for a leading official to work for the benefit or well being of the people but also an ideological foundation for guarding against an unhealthy career achievement outlook. The key to the establishment of a correct leading official achievement outlook is a correct understanding of the following questions: 1) For whom should official achievements be made? 2) What kind of official achievements should be made? 3) How should these achievements be made? 4) How should these achievements be assessed and evaluated?In part 2, I summarize not only the achievements in one's official career view but also the wrongly displays, and analysis reasons to them. The main representations as follows: unitary worship towards GDP; falsification; formalism and disengagement form the people; eager for quick success and instant benefit as well as craving for greatness and success; localism and ignoring the overall situation, and so on. The major reasons are: the officer-oriented ideology; imperfect leading official selection system; faulty achievement evaluation system; inadequate supervision and so on .Based on the former researches, it aims at analysis and expatiation into the alienation of view on achievement, its main representations and reasons. Examining on political achievement system is of establishing and fulfilling scientific development conception, and also is of the systematic platform of political achievements concept, but it does exists many issues in its current system.In part 3, I seek useful measures on establishing and implementing a correct view of achievement. Based on the guidance of scientific concept of development,the achievement of leading official in China with the actual situation,systematic analysis of the scientific concept of development and achievements of the content and features,study and put forward the concept of scientific development to guide covers the achievements of choice and safeguard measures. China is pound of its long tradition of moral cultivation. It has practical significance today. The forming of a correct leading official achievement view also requires an accurate comprehension of the scientific content of such a view, a strengthened self-improvement consciousness and a strict supervision and discipline from Party organization. And it calls on setting up correct achievement view according to law system. The scientific leading official achievement appraisal system is proved to supervise and inspect the leading officials'government performance effectively. To creat new systems, it should base on scientific development conception, ensure the validity of examining guidance with scientific norm, guarantee the standardization and rationalization of examination to be long acting with improved system, warrant the completion of democratic assessment mechanism with perfect operation, Assure to realize the systems of excitation and responsibility by wielding examining result. Achievement view leads the orientation of the leading officials'administration, so the leading officials'working targets and administrative activities are based on the achievement view. Additionally, it determines the magnitude and quality of the leading officials'administrative achievement.Through the guidance of scientific concept of development achievements of the study,to guide the party and government official training and establish a correct view of achievements and the development of relevant departments to provide theoretical guidance for training and reference.
