As the representative of the common right, our party holds the mandate of coping with the challenges and to enhance the social welfare of the population. since 1990, it has already played the role in dealing with the critical incident and the public emergency management is approved to be effective to solve SARS incident in 2003 and manage the rescue work after the earthquake in 2008.with the lessons and experiences gained from the practice, the ability to manage the public emergency of local government is being improved in terms of the preplans formulating, the scheme, as well as the legislation. However, there is a long way to achieve the perfect, as the local government has the limitations on the policy making and the scope of the power. In order to raise the emergency managing level of the local government, it is necessary to analyze the responsibilities and access the current situation of the local governments, so that to raise the recommendations in a practical and credible style.This article is divided into five parts. The first part is introduction, in which the concepts related to the local governance, as well as the functions will be introduced so that to prove the significance of the emergency management. The second part is main body of the article and it includes the elaboration on the emergency management in terms of concepts, features and categories. The third part of the article is the case study of Shenyang, to evaluate the system and networks building on emergency management of the city. The fourth part put the attentions on breaking down the problems that the local government faced in dealing with the emergencies. It concludes the policy recommendations on how to improve the efficiency of the crisis management at last.
