With the rapid development of economic globalization process, many kinds ofnatural disasters, accidents, disasters, public health incidents and social securityincidents occurred frequently; therefore emergency management becomes animportant and common topic for current governments of the world. Emergencies ofmodern society as opposed to traditional emergencies have many new features,and italso proposed to the emergency management of every country government manynew problems and challenges.In21st century, China is in the social transformation and institutionalunification which bring both opportunities and risks. Rapid social changes, a varietyof natural disasters and accidents made people focus on public crisis, thesenon-traditional emergencies profound test to executive ability of the Chinesegovernment in emergency management.Local government as the main force of the emergency management, itsexecutive ability will directly determine the success or failure of the emergencymanagement. The government lack of executive ability is an incompetentgovernment. Local governments stand at the forefront to respond to emergencies,its upgrade in executive ability is essential, enhance the current execution of theChinese local government emergency management in local government issues isparticularly prominent and urgent.The paper based on the analysis of the local government’s measures and effectin emergency management of "87” ZhouQuXian debris flow,723" YongwenLine train accident, and the Kaixian "1223" blowout, so many weakness of localgovernment execute ability were found in the instance of the dynamic process. Thedeveloped countries’ successful experiences in emergency management are veryhelpful to improve our local governments execute ability, and this paper gives therelevant countermeasures to improve the execution ability of local government in emergency managementThe paper is divided into four chapters. The first chapter is an introduction part.The second chapter is the introduction and discussion of the relevant concepts andtheories. Summarizes the related concepts of emergency management, localgovernment and local governments executive ability, it is also involved in the newpublic management theory and the theory to build a service government. The thirdChapter based on t the current situation through the analysis of local government inthe three cases in emergency management, summed up the causes of the weakness ofexecution of local government, such as the institutional system is imperfect; lowlevel of education in emergency management, supervision mechanism is not perfectand so on. Chapter fourth discusses the success of developed countries in theemergency management and learning advanced emergency management experienceand construction of emergency management mechanism. The fifth Chapter is givingresponses to strengthen the local government execution ability in emergencymanagement, such as to improve the mechanism; to deepen the reform; to strengthenthe pertinence and operability of the laws and regulations; to strengthenaccountability mechanisms.
