The Study About The Problem And Countermeasures Of Local Government Emergency Management

Since the 1990'S,various unexpected incidents has aroused unceasingly in China, such as'98'floods in China,SARS,The Great Earthquake of Wenchuan and Yushu,H1N1 Bird flu, Bullet Train Collision in Wenzhou and so on.Along with the unceasing advancement of moderation,the Hi-speed development of science and technology, the acceleration of globalization,various problems and contradictions have been aroused.All kinds of unexpected incidents has aroused the universal concern of all circles of the society.How to deal with unexpected incidents,maintain public interest and safety, promote the good development of society, which becomes one of important subjects of government administration management.After the clearance of the basic concept the article begins to make a deep analysis of the study of the current emergency management capacity,mainly from the following six aspects:First,from the aspect of sense of emergency management; Second, from the 1egal level,mainly from the recent implementation of"Emergency Response Law of the People's Republic of China";Third,from the government emergency response mode,especially focus on the disadvantage of traditional emergency response mode. At last, the article demonstrate the importance of the participating of NGOs at emergency management.The article summaries international experience about emergency management it takes the T Town resettlement crisis in Suzhou as a case study.The successful experiences of the Suzhou government summarized,and the exposed deficiencies are also fully summed up.The last part of article mainly makes a number of specific measures to improve the government's emergency management capacity , including strengthening the government's public information services,promoting the Coping ability of emergency management ; continuing to strengthen and enhance the sense of emergency management;improving emergency rescue system and so on.
