The Influence Of Power Politics Factors Upon The Performance Of The United Nations Human Rights Council

Being considered as a big step forward of the cause of global human rights,the United Nations Human Rights Council(UNHRC) replaced the disreputable Human Rights Committee,indicating that the human rights together with security and development become the three pillars of the United Nations.Although there are differences in many aspects,both of the two councils operate under the international social anarchy where power politics work as the main factor among sovereign states. Whether the institutional designs and daily operations of the UNHRC could promote a healthy development on the human rights cause around the world? This is not just a realistic problem to be solved,but also an in-depth academic proposition to be explored further.In the thesis,the institution design of the UNHRC is described as the product of power politics,which is the main variable to analyze how the institutions of the UNHRC deepen the understanding of the United Nations' "World Officialdom".This thesis found that the institutions resulted in the establishment of the UNHRC have deviated from its original desire.The bad Member States selecting mechanism enables a nation with "bad human rights record " review a "democratic state" and produces a comparatively lower evaluation criteria,which had greatly reduced the UNHRC's authority and effectiveness;there are enormous differences on holding the "special meeting" in the proceedings,often discussing without decisions or decisions in name only;in addition,as a major bright spot,the UPR(Universal Periodical Review) also inevitably become a mere formality due to power politics factors.The UNHRC left the institution design "dead pixel" of compromise,expediency, low level and even a perfunctory directly influencing on its performance.So how to refresh the atmosphere of the UNHRC so as to improve its institution performance is an urgent matter.
