Civil servants performance management plays an important role in New Public Management, it also is the requirement of deepening reform of public administration of China. Performance management is a process and a means of ensuring the consistency between staff and organization objectives by distributing organization strategy to the staff.The meaning of its strategics is its consistency to government strategy.The strategics is the essential nature and core conception of performace management.Civil servants performance management of China is inefficient because of lack of the strategics.This paper studied issues as follows:What is civil servants performance management and its strategics;Whether the strategics is reflected in China's civil servants performance management;and How to enhance it.This paper started with conceptional analysis,educed the conclusion that the essential nature of civil servants performance management is its strategics.Then defined the connotation and characteristics of civil servants performance management by analysis compared with related conceptions, next analyzed the lack of strategics in and out of the flow of the civil servants performance management, finally, aimed at these problems, gave a suggestion to solve them.In a word, the root of the problems is the divorce of civil servants performance management and government strategy, the solution is to enhance the strategics in and out of the flow of servants performance management, make them combined organically to facilitate achieving government objectives consequently.
