The performance appraisal of civil servants as a management means is very beneficial to the management of staff.The report of 19 th National Congress of the Communist Party of China made clear that in the new period,China should build a service-oriented government that is satisfactory to the people,and the grass-roots government,grass-roots civil servants and the people have the most intimate and direct contact,It is the direct executor of central and government decisions and policies.The work performance of grass-roots civil servants is closely related to the life of the people and the development of local society.General secretary xi jinping made a major political judgment of "socialism with Chinese characteristics entered a new era" in the report.In the new era,the social background of the new period,the people for the basic-level government performance and the ability to work of grass-roots civil servants put forward the higher expectations and requirements,scientific,systematic,civil servant's performance management can enhance the service level of grass-roots government and the local economic development ability,to raise awareness of the purpose of civil servants at the grass-roots level and the level of business,to the supervision of the government and the masses in place.At present,our country government performance management of civil servants at the grass-roots level still exist many problems,the formal performance appraisal index system design,from the basic property,post office staff work,it is difficult to really consider civil servants moral character and performance;The process of performance appraisal lacks fairness and fairness;Feedback and application of performance appraisal;Not enough civic engagement.On the problems existing in the performance management of civil servants at the grass-roots level,the government has begun to pay attention to,the author analyzes the J city economic development zone's M town and T town town government in the civil servant's performance management problems,and to analyze the causes of the problem in detail,puts forward the countermeasures of perfecting the township government civil servant's performance management.There are six parts in this thesis.The first part is the introduction,which mainly narrate the background and significance of the thesis,summarizes the relevant research at home and abroad,and introduces the research methods used in the paper.The second part introduces the performance,performance management,civil servants and other related concepts,civil servants at the grass-roots level evaluation principles,evaluation content and methods,etc.,for the paper puts forward problems,analyze and solve problems to provide theoretical basis and support.Third part two township government civil servants with J city economic development zone,on the basis of the questionnaire and interview this paper expounds the current status of the area of civil servant's performance management,from the understanding of civil servant's performance management and evaluation,the evaluation of the performance management system,performance appraisal methods and procedure of evaluation,evaluation of the four dimensions of performance feedback are analyzed and summarized.The fourth part puts forward the problems existing in the performance management of grass-roots government civil servants and the causes of the problems.The fifth part puts forward the scientific and practical countermeasures according to the practical work of the civil servants in the grass-roots government.The sixth part is the conclusion.
