The fourth meeting of the Twelfth National People's Congress made reference to government sector and civil servants management. Amonget the discourses, "National Economic and Social Development Thirteenth Five-Year Plan (draft)" addressed the need to establish a management model clearly outlining administrative jurisdictions, responsibilities, and negativities prior to decentralization; implementing reform on administration review; building a clean and honest civil service by punishing corrupt officials and push forth anticorruption measures. At the 18th National Congress of Communist Party, Xi Jinping introduced the concept of " purity construction " underlining the importance of managing civil servants; furthermore, the empowerment of local civil servants can lead to overall improvement of civil service and government performance.In the study of local civil servants incentive mechanism, by defining incentive mechanisms, civil servants incentive mechanisms, civil servants incentive mechanism structure and combining current research leads to deeper understanding of governance theory, human resources theory and public value theory. Through the analysis of current local civil servant incentive mechanism and its policies, in addition to the complication of rigid salary structures, infestation of corruption, inadequate oversight, and slow promotions as compared to similar systems found in the United States, Germany, United Kingdom, and China's own provincial government, the research concludes the need to reform China's local civil service incentive mechanism from the following three aspects:establish new government performance concept to encourage greater awareness; strengthen performance management to create incentivizing environment; focus on performance management to encourage civil servants, to strengthen management of civil servants and to enhance government performance.
