The Research On The Theory And Practice Of The Fixed Terms Of Party Congress

As an innovative system of arrangement,the fixed terms of party congress mainly means that the party congress should be held periodically,and the party representatives should have fixed tenures,it also means that the party representatives should play its role as the highest leading organ.Though the study of the fixed terms of party congress,we found that our party has inherited Marx Engels and Lenin's party congress' annual system.It also originated the fixed terms of the party congress and had a Study of it.Practice shows that:the fixed terms of the party congress has Profound practical and historical meaning in the promoting of the democracy in the party and strengthening the construction of the ruling party.In the 21-year practice,the party has accumulated experience and has achieved a lot.But due to some other reasons,the party still has some other problems as lack of the insurance of theory and systems,as well as the problem of allocation of the right is not very scientific,which is very urgent.With the deepening of the experimental carry-out of it,the system of fixed terms of the party congress must obey the rules that party lead the party,party is in charge of the party,and develop the inner party democracy.On the basis of having the right direction,the reform of the fixed terms of the party congress should be carried actively and step by step.The new ideal of three-step strategy was also put forward.In order to fulfill the three-step strategy idea,in a period after now,every experimental site of the fixed term of the party congress should first perfect its annual system.The party representative's role should be fully played during the intervals of the congress.The relation between the party congress,notational people's congress and Chinese People's Political Consultative Conference should be made clear.They should also take some effective measures to make clear the relationship between party congress, the committee and the standing committee,which can provide reference for the carry out of the system of the fixed terms of the party congress.
