On The Tenure System For Party Role Play

The intra-party democracy is the life of CPC, the Party Congresses at all levels is the key carriers and platforms of developing intra-party democracy .The party representatives who are the essential elements of the Party congresses at all levels,are the main direct-participants in the intra-party democracy, but also a major force in the intra-party democratic life.As the system of party representatives with fixed terms into the Party Constitution and a promulgation of the Provisional Regulations,there was a more solid legal basis and institutional conditions for the party representatives playing a role in the intra-party democracy , and the party representatives have a more wider scope for the right to performance of their duties. But it should be noted that the party representatives can't do well in the current practice of intra-party democracy.In order to resolving all these difficulties and challenges, this paper will attempt to combine the western theory of representative to define four major theoretical core functions of the party representatives,such as,electing the 'two committees', supervising the use of power of the 'two committees', participating in decision-making and its implementation, and reflecting interest demands of party members.Then, the author will elaborate the primary practice and its effectiveness that the party representatives have been in action recently,which may include how to improve the way of producing the party representatives,how to build a platform for their activities,and how to construct the institutions of working.while, the main problems we are facing and their root causes will be analysed.On the base of the experiment experience,the needs of realization of the core functions,and profoundly understanding of the problems,the author attempts to think and explore the paths which the party representatives work under the tenure system, including:enhancing the political authority of Party Congresses to give a platform for the party representatives using their power,perfecting the mechanism of giving-power and supervising-power to enhance the impetus for the party representatives performing their duties,improving the institutions of the party representatives acting to ensure the power of the party representatives implemented.
