The work for party representatives to maintain close ties with the masses is such important, that it has always been paid much attention by CPC. Especially in the current, the permanent system of the Party Congress is being implemented, at the same time, some problems occurs such as diverse interests, weakened relationship between the party and the masses. The new situation just puts forward higher requirements for party representatives in the front line to keep in contact with the masses.This article started from the related concepts of grass-root party representatives and then analyzed from the theory of party relations theory, theory of organization, communication action theory as the foundation. This chapter was discussed from the theoretical level.From the practical level, the author of this article selected Wuzhong District of Suzhou as a specific case. As we all know, Suzhou is an important city in the Yangtze River Delta, no matter in the economic, political or cultural aspects of China. And Wuzhong District is under the jurisdiction of Suzhou. Except that, Wuzhong District is actively exploring and innovating the work for party representatives to maintain close ties with the masses. This chapter began with the background for Wuzhong to carry out the work of party representatives maintaining close ties with the masses, which was called "Four Links and Two Aspects of Promotion". Next, the author described some main practice like establishing contact points, building up party rooms, enhancing the image. At the same time, the article discussed the effectiveness of this work from three aspects. Just as the author said, this work could shorten the distance between the party and the mass, solve people’s practical difficulties and enhance the ability of party representatives to perform their duties. In the following, the article focused on the existing problems in carrying out this work in Wuzhong District. Specifically, there are four aspects, namely the lack of breadth and depth of the connection between the masses and representatives; the poor flow of the contact; the insoluble problems that party representatives reflected; the lack of normalization and long-lasting of the work. This paper also analyzed the reasons behind the problem further in-depth. From the perspective of the party itself, party representatives’sense of duty was not strong, and they lacked the ability of work. From the angle of the masses and party members, they didn’t quite trust or recognize the party representatives. From the viewpoint of power operation, the party held no real power and limited authority. From the angle of the system and mechanism, the system was not perfect, the same as the security mechanism.In order to absorb the beneficial experience in other region of China, and also to reach the better consequences of this work, the paper selected three different areas in China——Yaan of Sichuan, Dianjiang of Chongqing and Suixi of Guangdong ——so that could be compared with the practice of Wuzhong. On the foundation of combing their practice, the general features of three places were summarized. One was taking a flexible and diverse contact approach to work. The second was setting up some supporting systems. The third was enriching work carriers.Based on above detailed and comprehensive practical data, this paper put forward the improvement countermeasures of this work at the end. First, government should work harder on improving the ability of party representatives. Second, regulatory mechanism should be carried out to improve the contact work. Third, the system for party representatives to perform their duties can be further improved. Finally, government should also strengthen the security systems of organization, people, time and finance.The author would be very happy if this research can provide solid theoretical basis and vivid case, and provide methods and ideas for the work of party representatives to maintain close ties with the masses.
