Research On The Reform Of County-level Government From The Perspective Of Administrative Ecology In China

The results on Contemporary Public Administration Research indicate that to a large extent the administrative system and its activities are impacted by the specific environmental, meanwhile, the role of the administrative system changes with the administrative environment, and through material recycling and energy conversion with the environment, the dynamic balance between the administration and the environment can be realized. Since the reforming and opening up policy, Chinese political and ecological environment has undergone profound changes. And changes in the objective ecological environment of our county government requires a full range of county-level reform on the political system requirements in order to achieve the efficient performance in county-level government, thus realizing the dynamic balance between the county-level government and the ecological environment. By making use of the methodology of ecological analysis of administration, the author attempts to discuss the prominent problems existing in the political reform of county-level government. The paper is divided into five parts:The first part is the introduction part of the thesis. It presents the background, the significance, research ideas and research methods in the field. Besides, it makes a brief review on the relevant researches.The second part expounds the administrative ecology and the relevant theories on the reform of county-level government. First of all, it introduces the related theory of administrative ecology and concepts of the reform in county-level government. Then viewing from the economic environment, political environment, cultural environment, social environment, the author discusses the interaction between the ecological environment and the reform in county-level government. The third part is analyzing the ecological environment during the period of social transformation in county-level reform. Through detail illustration of changes in the political and ecological environment during the social transition, the author explores the prominent problem that appears in the reform of county-level government in China with the changes of the ecological environment and the underlying reasons for these problems.The fourth part explains the new ideas in the political reform of county-level government. Based on the complexity of the ecological environment and the urgency of the reform of county government during the period of social transformation in county-level government, the author tries to explore my new ideas for political reform from the perspectives of object choosing, basic principle and model selection.The fifth part discusses choosing the path of political reform in China. The thesis explores the feasible path for reform in county-level government during the social transition in China from the view of reconstruction of the county government system, organization structure, communication network, monitoring system.
