From the past to today, country level governments have always been the most stable link in our nation’s governmental system. They have been the key link in realizing central governments’ social and economic policies. Whether current reform of administrative system will succeed or not mainly depends on reform at county level.This article discusses administrative reform at country level from the standpoint of comprehensively push for governing by law. It combines a great deal of previous studies in the field and many cases in point, discussing the topic from four perspectives that include the definition of the role played by government, power arrangement, principle of governing, and the rule of law. The emphasis is on the search for systemic causes that curtail the push for governing by law. The article also tries to give suggestions as to how reform can be carried out regarding those obstacles.The content of this article consists of four parts. The background of study and implications are introduced in the beginning; previous studies, methodology used this article are also included in this part. The second chapter mainly discusses the definition, principle and concept of governing by law. By analyzing the relationship between governmental system and governing by law, a framework of this article is established. The third chapter discusses obstacles to county level reform from the standpoint of governing by law. The forth chapter combines problems illustrated in the third chapter and comes up with suggestions for reform, discussing commonalities shared by these problems and trying to identify factors in county level government reform that could push for governing by law.
