Research On Information Publication Of Dalian Municipal Government

Government information publication is an important means to protect the citizens right to know,participate and supervise,and it is an important part of the Government to achieve service-oriented and the sunshine government in China.There has been launched across the country on government information publication in China recent years,and it has achieved good results,but on the point of the reality of the effect of information disclosure,the problem still exists.This article is committed to do the research on information publication on the Dalian municipal government,with a view to doing a good job for the Dalian municipal government to provide operational information in public comments and suggestions.In this paper,it is on the basis of in-depth understanding of the specific implementation of information disclosure the Dalian municipal government,and at the same time,there is an objective empirical analysis of the effect.In fact,the effectiveness of government information publication in Dalian has been achieved,but there are so many questions,too.For example,the quality of the information for the public is not high,narrow channels are sluggish,the interaction between the Government and the public poor,the lack of an effective feedback mechanism.Leading to the causes of these problems not only at the national level,but also at the local level,there are inadequate laws and regulations,relevant institutional mechanisms for the causes of imperfections,together with the missing of cultural traditions of government information publication,the lack of information literacy,and the cost of the reasons for the price.For practical problems,this article draws on the advanced experience of information disclosure of the Govemment of the United States and Japan.using political communication theory,theory of government information resource sharing and management of communication theory,according to the process of reform at home and abroad and the trend of future development,proposing some measures to improve the work of the municipal government information disclosure in Dalian city.To o improve information disclosure of Dalian municipal government t should be the following areas:strengthening the "Regulations" of the training and publicity to enhance public awareness of government and public in the understanding of government information;Enact local laws and regulations,standardize the scope of government information public;to expand government information publication channels;establish and improve the coordination mechanism of government information public,interactive feedback mechanisms and monitoring mechanisms;give more publicity to information education to-enhance Information Literacy...
