Regulation (EC) NO 1907/2006 of the European parliament and of the council of 18 December 2006, is the Regulation concerning the Registration, Evaluation, Authorization and Restriction of Chemicals (REACH). REACH addresses the production and use of chemical substances, and their potential impacts on both human health and the environment. It's 849 pages took seven years to pass, and it has been described as the most complex legislation in the Union's history and the most important in 20 years. It is the strictest law to date regulating chemical substances and will impact industries throughout the world. REACH entered into force in June 2007, with a phased implementation over the next decade.This is a test, risk assessment techniques as a support of chemicals management system, regulations from the protection of human health and the environment, the chemicals throughout the life cycle of safety management. 30000 kinds of chemical products and its downstream textile, light industry, pharmaceuticals and other products were included in the monitoring system which includes registration, evaluation and authorization restriction. On the surface, it only impacts the EU chemicals market , however, almost no product is not because the use of chemicals, meanwhile, REACH stipulates that enterprises should also provide the downstream users enough information. therefore, only chemicals are only the tip of the iceberg among all the products affected. REACH regulation affects the export of almost all products to the EU. The implementation of REACH regulation is not a long time, so many people are not clear about its situation, content, the status of implementation etc. Therefore, the motive to write this thesis from a legal point of view is to analyse the REACH regulation, and to some extent on the elimination of information barriers.The focus of this thesis is REACH regulations, I discuss and study the background, content, made a detail introduction. Inspire into its basis of international law, the relationship between trade barriers by comparative methodology and historic methodology, make a in-depth discussion and research. There are four parts, and the points are as follows:Partâ… outlines the REACH legislation, including its economic, historical, environmental and other aspects of the legislative background and introduce the value of goal.REACH legislation will be the second part which shows the contents in the form using the charts, and detailed analysis of key points follows. REACH will be analyzed in the third part in the vision of international law. In the frame of GATT / WTO , its legal features, the international basis , as well as the legal relationship between WTO rules will be analysed. From the principle of TBT and the criteria of invisible barriers discusses the legitimacy of REACH. Come to this conclusion: it is a firewall with double function, and in fact constitutes a new trade barriers including technical barriers, environmental barriers and social responsibility.Partâ…£discusses the revelation, from both negative and positive aspects analyses of the impact of REACH on our country. In view of the existing situation, advances the measures from three aspects that is the legislation, the technology, and the related main bodies to answer to the regulations.
