Research On Interest Factors Of Invisible Barriers In Authorizing Public Service Project In China

The supply of public service should be done in a competitive way during public services project authorized.Social organizations have advantages in terms of capital and scale production which can reduce the cost of public services provided by the government and improve the supply of public services.As a matter of fact,there are some unwritten and closed-door invisible barriers which against the entry of potential social organizations into public services during public service public services project authorized.Based on the question,this paper analyzed the causes of the formation of the invisible barriers of public services project authorized and discussed the root causes of the formation of invisible barriers.The research results have important guiding effect on reducing the invisible barriers,it is also beneficial to the development of public services.This paper analyzed the invisible barriers of public services in China from the perspective of interest analysis in order to find the key factor of invisible barriers of public services project authorized and adopted the research methods of literature research,theoretical research and interest analysis to study invisible barriers of public services project approval process in theories and practices.The thesis consists of eight chapters,and discusses the research with ideas of "the Discovery-Analysis-Hypothesis-Argument".First of all,according to the relevant theories of government behavior in authorizing public service project.the study builds judgment and the state of the theory.Based on the basic situation of Chinese public service project,main patterns and methods of description,the study want to extract the performance of invisible barriers in public service project authorized.Secondly,this paper summarizes the influencing factors of invisible barriers and traces the root causes.Based on the theoretical value,this paper assumes that the interests of local governments are the root causes of invisible barriers in public service projects authorized.On this basis,this paper analyzes the research hypothesis.From,the paper will discuss the three interests' performs and influences,which includes the local interests,government departments,local officials interests,in forming invisible barriers in public service project authorized.Finally,from the three key factors,the study will guide and regulate the interests,making the interests of the three levels return to the public,which can avoid invisible barriers in Chinese public service project authorized and ensure the development of public service project authorized and the quality of public service supply.
