The Government has played a leading role the market is playing an indispensable role in the course of development for social society. In addition to the government and markets, there are still other areas of a society in the field of social security. It is non-governmental organizations, that is, NGO. The representative theory of non-governmental organizations has been formed since 70s. There are contract failure theory, the third-party government theory and the theory of interdependent relationship among government, market and non-governmental organization. These theories lay a theoretical foundation as non-governmental organizations.Taking women and children succor in China and India as an illustration, the paper explore social assistance role of complementary. Non-governmental organizations can not only compensate for the lack of government relief but also provide more professional social succor service.The non-governmental organizations play a very important role in the field of social succor that the government is difficult to reach. The main problems in the development of social succor, that is the lack of funding, the lack of personnel, the lack of legal and government support, are identified through the case studies of Sun Children Village of Beijing. The solution of development and improvement of NGO in China are proposed by the illustration.
