Research On The Effectiveness Of The Participation Of Non-Governmental Organization In Social Governance

With the development of reform and opening-up and the changes of social governance pattern, NGO(non-governmental organization) has become an important force for social governance. Academic research on the participation of NGO in social governance is long-term hovering on the analysis of its causes, effects, mechanisms, lacking of research on the actual effect. The development of information technology provide a new way to the participation of NGO in social governance, which is e-governance. NGO is not only an important force for social governance but also an important subject of electronic governance.Relying on governance theory, this paper drawn up the main ways of the participation of NGO in social governance are network infrastructure, online resource collection, online information disclosure, network mobilization, online service delivery and online democratic consultation. According to the classification above, this paper analysis the reasons, models, mechanisms and targets of the participation of NGO in social governance. Relying on new public management theory, this paper propose a target oriented evaluation system of participation in governance effectiveness. Then use evaluation system to evaluate the effectiveness of a typical network NGO Case-"Catcher plan" on participation in social governance. Comparing actual situation and evaluation criteria, result shows that this NGO has effectiveness on resources collection, online information disclosure, network mobilization, online service delivery, but lack of effectiveness on online democratic consultation. According to the evaluation results, impact factors of the effectiveness of the participation of non-governmental organization in social governance are the legitimacy of identity, network knowledge and sense of network development, multi governance body online interactive channels, network infrastructure investment level, and proficiency in the use of Internet applications, online services depth and internal management informatization level. According the impact factors, this paper propose countermeasures of increase the participation of NGO in social governance effectiveness:eased restrictions of NGO’s registration and management, nurture NGO network oriented development by establish NGO incubators center, widen online interactive channels of multi governance body, increase investment in network hardware and software facilities, use internet applications more flexibly, explore deep online services and strengthening NGO internal management informatization.
