Public crisis is closely related to quality of people's life, social harmony, stability and development and it becomes one of the important studies on public administration in recent years. A lot of scholars have come to different conclusions on how to effectively deal with public crisis and minimize the loss it caused. Generally speaking, the study on the participation of multi-subject in public crisis management is still lagging behind. Although the functions and roles the government has in the handling of the crisis are irreplaceable, government force itself is far from enough. It is necessary to unite some other social organizations and persons to work together to achieve the group maximization and effect optimization in the fight against the crisis. Therefore, a systematic study on the participation of multi-subject in public crisis management is a milestone in this field.The present thesis consists of five chapters.Introduction mainly concerns the background, the purpose and significance of the research; the literature review of the related studies both at home and abroad, and finally the research methodology and train of thoughts for this thesis.Chapter 1 bases on the related concepts and theories about diverse participation mode, analyses the necessity and feasibility of China's diversified participation approach.Chapter 2 presents the current state of China's diversified participation mode in public crisis management, which manifests as: China presents a state of unification in crisis management; crisis seems too much for the government under the unification in crisis management; different subjects are isolated and lack of enough influence in crisis management system.Chapter 3 puts emphasis on the causes of the situations mentioned in chapter 3. The main causes can be concluded as: subjects participated show little sense of crisis, and deficient social participation; crisis solution organization lacks necessary discipline and emergency regulations; the rights and abilities of participating subjects are not regulated by law; the information is not fluent and a social network for crisis management is needed.Chapter 4 puts forward some suggestions for constructing a new crisis processing model based on the crisis management current state. The suggestions include: improve the legal assurance for multi-participation in public crisis management, and make sure the responsibility for subjects in the crisis management; complete the information sharing mechanism; construct a network control mechanism; put forward an effect-evaluation system for crisis management. All the suggestions are intended to make the diversified participation mode more perfect and effective.
