Research On Multi-subject Participation Mode Of Chinese Public Crisis Management

In the20th century, the researches on public crisis management become the focus of public administration. With the global crisis events continue to occur, Scholars from various countries put more attention to find a solution to solve the problems.Into the21century, the public crisis which occurs in one countries maybe affact the whole world,and the styles and range of public crisis has undergone profound changes.On the one hand, China has a vast territory, very different geographical conditions and natural disasters occur very frequently. On the other hand, our country is in a transition period of economic development, if we can not get a reasonable solution to deal with social contradictions, the social events will become the big problems in our society.The public crisis events will pose serious threat to stability and security of people’everyday life,and maybe undermine the social order.The public crisis also harm the people’health,and it can damage people’ material possessions, as well as it will produce great damage on the natural environment.Today, the frequency of public crisis is becoming higher and higher. How to improve the government’s ability when public crisi occur, and build public crisis management system suitable for China, is worth study.In this paper,our study bases on governance theory and perspective of Multi-Participation.We analyze the case of our public crisis management and sum up the the problems in our management systems.At last,we propose the policy suggestions which are useful for our national development.This paper is divided into five Parts.In the first part,we discusses the issues raised,the aim of this study,and the baekground and significane of this case.we present papers at home and abroad of situation and we also give the analytical framework and research methods. In the second part, we definite concepts about the system of public crisis management,and describe the development process of governance theory.we also give the clear participations which should pay important roles in our management system.In the third part, through the analysis of the2008snow disaster, we find the shortcomings in our public crisis management system,and we try to summary the reasons for absence of multiple interactions in the rescue operation.In the fourth part, the article describes the public crisis management system in Japan and the U.S.A. And we summed up the main experience in the management of public crisis in developed countries.In the fifth part,this paper proposes to improve the legal system of China’s crisis management, to improve the abilities of governmental organizations, NGO, media and individual citizens when they response to the crisis, and we advice the participations to strengthen cooperation with the international community.we issue depth analysis on ways to improve public crisis management system,and to enhance crisis management capacity in this part.
