Research On The Cooperative Governance Mechanism Of Multi-subjects In Public Crisis

After entering the 21 st century,China has entered a comprehensive transition period with the unceasing development and progress of economy and society.The urbanization process is accelerating continuously,and people's living standards have been improved significantly.However,the situation of public crisis has also become more complicated.As the factors that caused public crisis have become increasingly complicated and diversified,the types of crisis are also increasing,with obvious features like high frequency,fast spread and wide range.So the limitations of China's traditional crisis management mode with a single subject are highlighted in public crisis governance.With the rising governance theory,the relationship between the state and society has changed gradually,meanwhile,civil society has been developing,and people's democratic awareness has strengthened.The public has come to realize that crisis management is not only the responsibility of the government,but also the whole society's.The roles of various non-profit organizations,enterprises,citizens and media need to be taken seriously in public crisis management,which makes it have practical significance for multiple subjects to work together to govern public crisis in the current social environment.This article will discuss from the following aspects centering on the subject of coordinated governance of multiple subjects in public crisis.First of all,on the basis of clarifying relevant theories such as multi-center governance theory,collaborative governance theory and network governance theory,this paper takes the explosion of Xiangshui Chemical Enterprise as an example to analyze the concrete behaviors of the government,non-governmental organizations and the public participating in public crisis management systematically.It holds that the government,the army,non-governmental organizations,media,enterprises and other entities have their unique advantages and play original roles in the process of public crisis management.Therefore,this paper focuses on the three periods of crisis management-crisis early-warning,crisis response and crisis recovery,and analyzes the collaborative practice among government departments and other social subjects s,between government and other social subjects in different stage.On this basis,the paper points out that in the process of crisis governance,collaborative governance subjects still have lots of problems,such as unsound laws and regulations,low level of cooperation,lack of resource guarantee,poor communication of information and insufficient capacity.Essentially speaking,the reasons can be attributed to the following ones: the complexity of the crisis itself,the check of the traditional system,slow development of civil society,lack of public crisis education,imperfect coordination mechanism.After analyzing above problems and reasons,this paper makes some suggestions on a sound incentive and supervisory mechanism,the resources interaction and integration mechanism,the mechanism of optimizing multiple subjects information coordination and perfecting the legal coordination along with strengthening the ability of collaborative governance itself to promote China's public crisis collaborative governance.
