The Study Of The Party's Ministerial Ability Under The Guidance Of The Concepts Of Scientific Development

"Scientific Development Concept" was explicitly put forward in the Third Plenary Session of the Sixteenth Party's Congress ,the first essence of which is development, the core of which is people-oriented, the basic requirement of which is comprehensive coordination and being sustainable,and the basic method of which is overall consideration.The Concept is the fundamental guiding ideology of leading economic and social development. It should also be the fundamental guiding ideology of strengthening the Party's Governing Ability Construction.The Ability Construction is the major subject of the Party's building in the new period,which is a great and urgent task presently and plays a leading role in strengthening all construction of the Party.The key to strengthening the Party's ministerial ability lies how to explore and research the effective ways to improve the Ability Construction based on the combination of theory and practice .This is of great meaning to strengthen and improve the construction of the Party under the new historical condition.The Chapter One is preface, introducing the background of material choice,and is a brief comment and introduction of current study situations both abroad and at home, pointing out research methods and what is orginal in the paper.Chapter Two discusses the Concept and the Ability Construction . The Concept is the succession and transcendence of traditional models of development in the world, the theoretical summary of the experiences and lessons drawn form the development since the founding of the new China, and the rational reflection of the current situation in China. Our Party's Governing Ability Construction, rich in contents, includes the ability to rein over the socialist market economy, the ability to develop the socialist democratic administration, the ability to build the socialist advanced culture, the ability to construct the socialist harmonious society, and the ability to cope with international situations as well as to deal with international affairs. The Party's Governing Ability Construction must be guided by the Concept because it is the timely necessity to fulfill our Party's historic mission and the realistic need to cope with complicated international situations; as the profound revelation from the drastic change in the Soviet Union and Eastern Europe, this is also the primary way to improve the Party's condition and to solve her existing problems.Chapter Three demonstrates that the Scientific Development Concept is the guidelines of reinforcing the Ability Construction, for which the Concept provides a core value orientation, gives a connotation in a new era, sets a clear governing strategy for and points out a fundamental way. The Chapter Four illustrates the basic approaches to strengthen the Party's Governing Ability Construction under the guidance of the Concept,and elaborately discusses that the party's governing ability construction cannot be separated from the ideological, organizational, work-style and systematical construction of the party. Lastly,the basic measures to strengthen the party's governing ability construction are demonstrated based on"ruling seven key elements".
