The Research Of Civic People In Our Country's Public Policy Process

Civic participation in public policy process is the important content and format of civic political participation, is the mental gist and concrete embodiment of civic right. Public administration requires every citizen to fulfill his/her own citizen qualification, and indulge into the management of public affair, which is the requirement of making scientific, democratic public policy, and constructing socialist political civilization. In the process of constructing our country's market economy, how to secure citizen's participation into making public policy from institution and procedure perspective and widen civic participation ways in order to let citizen participate into public policy process effectively is an good question worth of in depth discussion.This paper makes the civic participation in public policy process as its research subject, uses the basic theories of politics, public administration and sociology, and analyzes the general theory and necessity of civic participation in depth, then based on the description of the institution of civic participation into public policy process, it discusses the obstacles of our country's civic participation in public policy process, and provides some methods to strengthen our country's civic participation in public policy process.The first part: discussing the context and importance of civic participation in public policy process, and analyzing the status quo of foreign research about this issue.The second part: analyzing the value and meaning of civic participation in public policy process.
