Since the later1970s, the civil society organizations (CSOs) have seen rapid development worldwide. Taking their own unique advantage, CSOs have actively participated in social governance to make up with the missing power of the government, thus becoming an important force in nation’s social sector. Since the beginning of the reform and opening-up, China’s CSOs have also grown rapidly, and are gradually involved in the social governance of the country, playing an increasingly important role in improving public services, actively dealing with emergencies, accelerating the pace of the legal system, increasing social capital and the like. From the perspectives of category, main characteristics and areas of activity, the author of this paper makes an analysis of the status quo of China’s CSOs in their involvement in social governance and comes to a conclusion that they are faced with three types of problems, namely, the limited organizational capacity, frequent organizational failures and organizational resources incompetence. To solve the above-mentioned problems, it is necessary to dissect in depth the deep-seated reasons causing the problems. The main problem facing China’s CSOs in their participation in social governance are being affected by the following four factors:progressive readjustment of social transformation, imperfect development of the market economy, to-be-formed limited government, and persisting traditional concepts. Therefore, to solve social the existing problems facing China’s CSOs in their participation in social governance and to promote the construction of China’s CSOs, it is imperative to base ourselves on the actual situation of the country and take full advantage of the successful practice of the developed countries in Europe and America. In addition, with the common efforts of the government, CSOs and the public, it is necessary to take the following four measures:clearly define the scope of powers’and responsibilities of all the parties through changing of people’s concepts; to promote reform and accelerate the pace of system constitution; to strengthen the inner cultivation of organizers and improve their comprehensive management capabilities; and to provide location-based services and establish resource-supporting mechanisms so as to solve the main problems facing China’s CSOs in their participation in social governance and realize the construction of the social-governance based China’s CSOs.
