Study On The Team Construction Of The Party Workers In The Non-public Economic Organizations

The non-public sector of the economy has considerably grown stronger in an unprecedented speed since it has been established in the 15th CPC National Congress that"to keep public ownership in a dominant position and to have diverse forms of ownership develop side by side is China's basic economic system for the primary stage of socialism". As the continuous development of non-public sector of economy, that"we should strengthen Party building in enterprises of the non-public economic organizations and we should intensify our efforts to establish Party organizations in mass organizations and intermediaries"put forward clearly in the 16th CPC National Congress. It has been further pointed out in the 17th CPC National Congress that"Primary Party organizations constitute the organizational foundation for the Party to play its governance role. We will implement the responsibility system for building the Party and advance all-round development of primary Party organizations in villages, enterprises, urban communities, Party and government organs, schools, new social organizations, etc."It is a great project, as well as a new program to strengthen the solid foundation of the Party to constitute the Party organization in the non-public economic organizations. At present, it has become a hot issue of the theoretical study to constitute the Party organizations in non-public economic organization, and a considerable beneficial quest for the issue at all levels of Party workers and theoretical researchers. However, there are so many constraint factors to the Party building in non-public economic organizations. It is the key point to the Party building for the primary Party organizations on the team construction of the Party workers in the non-public economic organizations. The Party building in the non-public economic organizations should adapt to the increasing development of the non-public sector of the economy which requires setting up a capable strong team of Party workers with reasonable structure, high comprehensive quality and well-ability of their work. It is a critical important topic for us to make a further study and probe on the new ideas and new methods to deal with how to strengthen the Party building on the team construction of the Party workers in the non-public economic organizations under the new situation, and to reinforce the party organization's creativity, cohesion and combat effectiveness in the non-public sector of the economy. In this thesis, I highlight an analysis of the issue on the Party building on the team construction of the Party workers in the non-public economic organizations in three aspects, such as ideological construction, the organizational construction and the system construction. I also advocate some advice and countermeasure in accordance with strengthening the issue in current situation.
