The Late Qing Dynasty Navy construction processes and its ebb and flow are always an important subject of the modern Chinese history research. Historians have achieved fruitful results of research with a number of official files and historical data such as memorial to the throne, its image in the eyes of modern people has become more and more clear. In this paper, I have the equipment of ships, battalion commanders and logistics support three issues which were important component of the Late Qing Dynasty Navy construction as the key link to discuss the cognition of Shenbao (1874—1895) intensively about those questions, combining of the official files and historical data such as memorial to the throne, in order to show the civil society at the time of the Late Qing Dynasty holding an what kind of mentality about the navy construction.The whole study is divided into three parts: Introduction, Text and Conclusion.The first part introduces the current studies on this subject as well as the significance and the content of this paper.The second part consists of three chapters.Chapter 1: Discuss the cognition of Shenbao about the ship equipment issues of the Late Qing Dynasty Navy at the beginning of the navy construction. First of all, the description of Shenbao responding to the development of the Japanese Navy and its acts to invade Taiwan to China's potential threat, calling on the authorities to purchase warships to strengthen the building of the navy to solid coast defense. Secondly, it followed the pace of the navy construction, responding to the situation of the domestic shipbuilding industry, discussed with other media centering on the purchase and self-made warships problems.Chapter2: The cognition of Shenbao about battalion commanders group in the process of the navy construction: Analysis focused on the causes and effects of lacking of battalion commander and given the relevant recommendations. Pointed out that the environmental impact of the Late Qing society in modern times was the important reason to hinder the navy school from training enough battalion commander talents, the evil deeds demonstrated by the navy school graduates have also weakened the quality of the already limited battalion commanders group, thereby affecting the process of the Late Qing Dynasty Navy construction.Chapter3: The cognition of Shenbao about the logistics support for navy-related issues, mainly in three aspects: First, follow-up reported of the medical condition of officers and men of the navy ships and their lacking of protection, advancing "the doctor should be equipped with firstly when marching"; Second, reported shortcomings in the supply of arms in navy and called for "the drawbacks should be get rid of when purchasing arms"; Third, in view of the quality of soldiers played an important role in the strength of the navy, it added that the supplement and updating of soldiers should be avoided recruiting temporarily, but paying attention to their training and developing in peacetime.Conclusion: The Late Qing Dynasty Navy faced by the construction of the above-mentioned problems, Shenbao paid closed attention to it, reported its advantages and disadvantages, and given some related advances. Although it views were not entirely correct, but showed the people's anxiety about the development prospects of the navy in China at that time the process of early modern times against the backdrop of difficulties, as well as the sense of urgency to the country's future. To some extent, it reports and comments played a subtle influence to the Westernization Group presided over the navy construction.
