Research On The Surveillance Of Rural Administrative Law Enforcement In Chinese Western Ethnic Areas

The administrative law enforcement is the critical point of administrative legal system, the current administrative law enforcement in China has a series of outstanding problems and contradictions, which has restrict the economic and social development and are not conducive to the achievement of the goal of legal system. The reasons are various, but the most essential one lies in the lacking of profound understanding and effective supervision as well as the separation of power and responsibility. In recent years, administrative law enforcement supervision in western rural areas of China has many social problems in such transitional period, which are full of contradiction. To solve this problem is critical to the protection of farmer's essential interests, national unity, social stability and long-term stability of our country. The legal theoretical circles had made extensive research on the administrative law enforcement surveillance, but studies on administrative law enforcement supervision theory in western rural areas of China are blank. Therefore, the study of this issue is very urgent and has special meanings under the current theoretical and practical background. In order to support this paper, the author selects some geographic typical nations in the western region: Tianzhu Tibetan Autonomous County of Gansu Province, Qinghai Province and Ningxia Hui Autonomous Region. The author has got informative and reliable information from investigations as well as the first-hand data through a large number of collections. This paper is to study the surveillance of rural administrative law enforcement in the western ethnic minority areas of China.
