The Research Of The Institutional Design And Practical Model Of Deliberative Democracy

The 20th century 90's,the theory of the Western democracy emerged towards deliberative democracy, the shifting was aimed at the shortcomings of representative democracy but advocated the democratic model of direct participation to public affair for citizens. Since deliberativedemoeracy came into being, it has not been resting on the nominative sphere but has made many ereative and specific institutional designs on gearing of deliberative demoeracy concept andformal system, i.e."the institutionalization of democratic dialogue",such as citizens conference, deliberative opinion pell, citizens jury, seenario workshop, deliberative day and so on. Right now, deliberative demoeraey is not only widely applied in Europe and Ameriea, but many countries and regions in Asia is also starting to adopt this new form of democracy. This paper wants to introduce and analy the theory of deliberative democracy and the institutional design,and then to provide a better experience and reference for the development of the democracy and politics of the China.The introduction discusses about the background and objectives,after the briefly describing about the research status of deliberative democracy in China,the author of this article establishes the framework and methods of the research.The first chapter made a briefly analysis of the basic concept of deliberative democracy, on this basis ,the author introduces and analies the main content and ideas of the deliberative democracy.The second chapter is to introduce and analy citizens conference,which is one of the most important institutional designs,it contains the orign of the citizens conference,system and operational procedures,at the last ,the author uses the specific example to analy the operational process.The third chapter is to detailed introduce deliberativeopinionpell about the orign and operational procedures,and then to evaluate and analy the advantages and disadvantages. The forth and fifth chapter is to introduce eitizens jury and seenario workshop,deliberative day about the orign and operational procedures,then to briefly evaluate and analy them.The sixth chapter ,the last chapter,is mainly analy the applicational path of deliberative democrary in China ,it contains four sections:the first section is to briefly introduce and analy the practical soil of deliberative democracy in China;the second section is mainly to analy the applicational field of deliberative democracy in China;the third section is to introduce and analy the mainly practical model--Democratic forum in WenLing in Zhe Jiang province in China; the forth section is to briefly analy the praticeal development and prospects of deliberative democracy in China.
