Research On The Operating Mechanism And Effectiveness Of Deliberative Democracy Of The People's Political Consultative Conference Of GZ City

As an important subsystem of socialist deliberative democracy system,the CPPCC deliberative democracy is still a few special and systematic research in the field,but also a force to further expand and institutional practice.Study on the CPPCC system not only has an important significance for enriching and perfecting the theoretical system of socialist deliberative democracy,and for the implementation of the eighteen sessions of the third and fourth plenary session on carrying out administrative consultation and other five categories of deliberative democracy,has important practical significance Chinese deliberative democracy system construction is reasonable,part of a complete program.This paper utilizes the domestic and foreign theory of deliberative democracy,the CPPCC theory and system theory,the characteristics of democratic consultation of the CPPCC is analyzed,on this basis,put forward the CPPCC requirements and institutional framework of the institutionalization of democracy,which includes two dimensions:collaborative content system specification and system.In the analysis,the system of democratic consultation of the CPPCC existing people in our country are analyzed,the national level system and local system,and the 2012-2014 three years,the CPPCC National Committee included theory,deliberative democracy CPPCC provinces proposed problems comprehensively,summarized into 5:according to the documents of the Central Committee of the local Party committees to strengthen the work of CPPCC,the main role of the CPPCC members failed to effectively play the role of the CPPCC sectors,needs to be strengthened and the negotiation process is not perfect and standardized,lack of consultation results for feedback and tracking mechanism.Based on the analysis of Guangzhou city CPPCC system and its effect,the CPPCC to the institutionalization of deliberative democracy,we must strengthen Party of democratic consultation work of the CPPCC leadership,to strengthen consultation,strengthen the main body construction sectors,clearly the work of the CPPCC deliberative democracy form and program,must be five aspects to strengthen the consultation results of transformation and supervision?The results of this research,the promotion of democracy in the institution consultation of the CPPCC consultation,first grasp the leading position of the positioning party and the CPPCC,secondly to focus on the two dimensions of institutional norms and coordination,it is necessary to clear the negotiation content,subject,form and procedure,but also pay attention to the party and government,cohesion in the negotiation of the cppcc.
