Demobilized military officers are one important part of social human resources.It is significantly important to further study qualities and job placement of demobilized military officers,fred out the relevant solutions and make their qualities and job placement system more suitable for the situation of the world development,which can ensure the high degree of stability,centralization and unification of troops and the constructing of socialist harmonious society.This paper makes an "in-depth" study on the history of placement system of retired officers in China,the characteristics and Status quo of demobilized military officers' qualities, as well as the contrast of placement systems of the major countries around the world by using different research methods such as analyzing theories,cases and data,interviewing, summarizing and deducing.I have made the following conclusions from this.First,only when placement system of retires officers is suited to national conditions is it good for the stability of troops.Second,job placement system of our country is based on the national conditions, develops with the situations and will become perfect and more mature.In addition,the professionalization of military officers will be a new trend in the future.Retired officers' looking for jobs is the requirement of market economy for human resources re-allocation.Third, the improvement of officers' qualities is not only the practical need and urgent task for the revolution,moderation and formal construction of troops,but also the important support and core competency of the human resources allocation.This paper also summarizes the ten qualities of demobilized military officers.For example,their political mind is very acute.They have a strong organization capacity and a strong sense of innovation.Besides,they have a bold working style and professional dedication spirit.All this gains them an obvious advantage on work.At the same time,the paper points out that with the development of reform and opening-up,chances and challenges exist at the same time in the employment situation of society;On the one hand,placement system should be reformed and innovated through providing more job opportunities,setting up an evaluation system of quality,perfecting training systems.Stepping up supervision of legal placement and execution can also optimize the environment of job placement.On the other hand,retired officers should change traditional ideas,improve their qualities and learn to develop the advantages while avoiding the shortcomings.Only in this way can optimal allocation of demobilized military officers and rational development be realized.Apart from this,they should be enthusiastic in more aspects, improve their combat force and participate in constructing a well-to-do society.
