In 2001, the placement methods for China's demobilized military officers underwent a substantive transformation, with a proportion of military officers discharged from active service being given autonomy in seeking employment. Since then, this policy has been in implementation for more than five years. During this period of time, considerable achievements have been made while many problems have surfaced. In view of this situation, the author believes it's necessary to take stock of its implementation results in a systematic manner. In this paper the author mainly uses Tomas R. Dye's policy analyzing methods to discuss the form and content, cause and background, and influence of the public policy. This paper consists of four parts: Part I gives an overview of the policies on autonomy for demobilized military officers in seeking employment, including Chinese and foreign methods in history for military officers demobilization and job placements, the process of the promulgation of the policy on autonomous employment seeking, and the major contents of the policy, as well as the reasons for this policy. Part II conducts a detailed investigation of the implementation process of the policy, and summarizes problems that have surfaced in the implementation process. Part III analyzes and evaluates the results of the policy implementation, sums up experiences and draws lessons. Part IV proposes measures for improving the policy. The author believes that this policy requires further modification and improvement in order to exhibit its superiority and strong vitality.
