It is an important institution adopted by our nation and army to maintain and improve the military morale that demobilized officers get ensured employment in civil sectors after serving in the army. The placement of demobilized officers has been taken seriously by governments of all levels because of its profound influence on not only individual interests but also the army’s overall morale as well as local civilian economic development and social stability. Until now, the method of demobilized officers’placement is still operated by administrative orders on the premise of completing political tasks. However, with the deepening reforms of government personnel and distribution systems, the conflict between the existing administrative placement suffering from resistance from many aspects and becoming outpaced by the current development and the market principle in personnel allocation has become increasingly evident.This article will elaborate on the demobilized officers’placement since 2010-2014 introducing its methods and process as well as describing its achievements, problems and causes and propose improved schemes based on public administration theories and certain foreign methods as well as argue for its plausibility in the current society. As a highly developed coastal area of significant military importance, Dalian has long been pressured by a large number of veterans to be placed in the municipal and civilian sectors and confronted with many complex problems in the process. It has become an urgent problem for the officials in charge of veteran placement issues to adjust and improve the relevant policies and systems to cope with the situation.In the concluding section, this article brings forward several suggestions and strategies. The main solution is to replace the original administrative placement with the new method of market allocation and to adopt a retirement system in place of the current transfer system. Such a solution is well-suited to the current situation when our national strength is climbing up and the reform is going deep and it is critical to take advantage of the timing to make breakthroughs in veteran placement reform. Meanwhile, it is also of great importance to establish and improve the security system to encourage self-driven job-hunting and to enhance the ease of choosing jobs in the open market, which is key to ensure a stable career transfer and a decent life of demobilized officers.
