Chairman Xi Jinping pointed out that we must emancipate our minds, seek truth from facts, keep pace with the times, and strive to promote the construction of the employment system of the former military officers with Chinese characteristics. Promoting the demobilized military cadres’self-employment is a strategic decision from the perspective of our party’s and country’s policy of reform and opening up, and socialist modernization. In the past 15 years, the policy has significantly reduced the employment pressure of the local governments, optimized and effectively diverted the human resources of the demobilized military officers. With the promoting of the reform of profession-oriented military officers, self-employment will become the major solution to the employment of the military cadres. However, it is noteworthy that, owing to the local governments’management deficiencies in employment of the former military cadres, a series of issues have gradually become the bottlenecks of self-employment.About the solutions to self-employment, the experts at home conducted researches from the perspective of financial compensation, career guidance and policy guarantee, extensively enriching the theory and practice of the management in the military cadres’self-employment. This thesis argues that the government plays a key role in solving the issues in service and management of the self-employed military cadres. Based on this premise, the thesis analyzes and explores the basis, contents and methods of self-employment service and management by using literature research, interview, analysis and comparison. Also, this thesis provides the initial viewpoint of strengthening the governments’service and management system, perfecting laws, implementing supervision and advocating values.
