| Japan's UN diplomacy plays very important role in Japan's foreign diplomacy.After the World Warâ…¡,Japanese government considered joining the United Nations as the main method of re-entry international communities,and finally joined the UN at the end of 1956.Since then,Japanese government has announced its UN diplomacy as "UN First".With 1980s' booming of Japanese economy,Japan started to pursue its international position as a world leading political power.The United Nations,as the biggest international governmental organization around the world,has huge influence in conciliating the world affairs and tackling the international activities.Becoming the permanent membership of UN Security Council is the best way to realized its dream of being a political power.The UN reform,especially the UN Security Council reform, provides an optimal opportunity for Japan's applying for the permanent membership of UN Security Council.In 2004,Japan was trying to carry out its goal of applying the permanent membership of UN Security Council by increasing Japanese percentage of UN budget;donating funds for ODA diplomacy purpose to Southeast Asian countries and African countries actively,forming an alliance with Germany,India and Brazil.But failed.In the beginning of 2006,Japan tried to apply the permanent membership of UN Security Council by itself,but fail again due to the lack of support of U.S.The failure of Japan's applying for the permanent membership of UN Security Council can be concluded by strategy and tactic.Strategically,because Japan pursuits it's a political power via its activities of applying for the permanent membership of UN Security Council,and this has been caused conflicts with U.S and China which has huge interests in east Asia;Tactically,the negative impact of Japan's UN diplomacy by overusing financial aids and lack of Self-examination of the past are the reasons why Japan cannot become the permanent membership of UN Security Council.
