On Relationship Between Government And Community In Chinese City Community Governance

The relationship between city government and community is an extremely important issue influnencing on the construction and development of community.Its coordination or not,a key factor deciding on success or failure in community management under city government,directly impacts on the Party and government's policy which can be smoothly implemented at the social grassroots level.With the furthering reform of Chinese economic system and social management system,the social management functions and social service functions,which were burden by city government and enterprises,are coming to be divided,some of which are gradually flowing to community,and the scale and functions governed by city government have changed a lot.Relationship between city government and community is transforming.City government is playing an important role in community governance.The healthy development of community depends on the relationship between city government and community which is coordinated,smooth,reasonable and effective or not.Therefore,how to coordinate relationship between city government and community is the current important task and problem for the theory and practice to expand.The theme of this paper is that,since "community construction" was proposed by the Ministry of Civil Affairs in China,in order to regulate relationship between city government and community in community construction,as well as how to adapt to the changes of the new historical conditions,through the continuous adjustment of relationship between city government and community,and the definitude of their respective function and position,a coordinating,smooth,reasonable and effective new relationship will be gradually established.Researching on this issue is obviously of great theoretical and practical significance.The thesis includes four parts.The introduction part focuses on the background and significance of study,present situation of study,methods and ideas of study and so on.The second part of the paper introduces foundation of theories,main concepts and its systematic analysis.The third part makes an overall observation and analysis on the relationship between Chinese city government and community.Furthermore, the suggestions are proposed to build up the new relationship between city government and community according to the current condition of Chinese community governance,based on foreign experiences.The paper characterizes three aspects.First,Marxist,Deng Xiaoping Theory and important thought of the Party is its guidance.Methods of systematic analysis, historical observation and comparative analysis are used in analysis on the primary concepts theoretical,foundation of theory and in systematic analysis of relationship between city government and community of domestic and foreign countries. Constructive ideas,insights and perspectives are formed.Second,the thesis is focused on the analysis on the relationship between city government and community in community governance,based on Governance theory,Inter-governmental Relations(IGR) theory and Community Development theory,for the purpose of promoting city government function transformation,community self-governance and community good-governance,further fastening the good development of the whole city society.Third,according to the study,the researching and building of the relationship between city government and community is a systematic project,which needs the study of city government itself and the community itself,more media supporting for the relationship and the related measures,considering all kinds of social conditions.
