Historical Contribution Of Inner-Party Democracy Construction And Enlightenment Of The Third Plenary Session Of The 11^th CCP

The Third Plenary Session of the 11^th Central Committee of the Chinese Communist Party convened on December 18^th till 22^nd in 1978,and the central working conference held previously is a great turning point in CPC's history since the foundation of the People's Republic of China.This session has started not only the course of the reform and openness and the modernization,but also the course of building democracy within the party.In the past over-30 years,CPC starts with itself,analyses and sums up carefully causes and lessons of the destruction that "the left" ideological line and "the Cultural Revolution" have made to inner-party democracy politics building,experiences deeply the significance and urgency of putting the democracy politics building into practice within the party,and has suggested promptly that developing inner-party democracy needs institutional improvement and innovation.The Third Plenary Session of the 11^th CPC Central Committee is convened triumphantly,this makes the inner-party democracy political affairs come into the correct way and tend to develop healthily.The reform and openness is continuous,inner-party democracy politics building also needs to advance with the times.It is proved,whenever inner-party democracy political affairs are developed well,our socialist construction is developed healthily,smoothly;on the contrary,our construction would meet with the setback and failure.This thesis begins with the survey of the Third Plenary Session of the 11^th CPC Central Committee,gives a brief elaboration of the democratic ideas which run through the process of the Third Plenary Session of the 11^th CPC Central Committee.At present, many researches on this subject begin with the view of the CPC history and the politics. Because of the difference in disciplines,it's unavoidable that the contradiction would exist between history and commentaries,especially preferring to the commentaries.This thesis begins to analyze with the sole point of inner-party democracy in the Third Plenary Session of the 11^th CPC Central Committee.It uses comparison analytic method, history analytic method and documentary method as the research technique,summarizes some historical experience of inner-party democracy building,and the experience is drew on for inner-party democracy building in the new period.The main body of this thesis is mainly divided into three parts:Part One:the general situation of the Third Plenary Session of the 11th CPC Central Committee.This part mainly explains that democratic ideas run through the entire process of the session.It is because of the use of democratic ideas,the delegates can express their opinions freely,and so the session achieves a great success and becomes another great historic turning point succeeding the Zunyi Convention in CPC's history.Part Two:the historic contribution that the Third Plenary Session of the 11th Central Committee makes to inner-party democracy building.This is explained from four aspects:(1) The Third Plenary Session of the 11th CPC Central Committee offers a scientific ideological line for inner-party democracy building.The session is convened successfully,this seeds "democracy" for inner-party democracy building and lays the thought basis;(2) The Third Plenary Session of the 11th CPC Central Committee finds the preliminary way for inner-party democracy building;(3) The Third Plenary Session of the 11th CPC Central Committee makes the party know that the inner-party democracy building must be institutionalized.All activities of the party should follow party program;(4) The Third Plenary Session of the 11th CPC Central Committee specifies the target of inner-party democracy building.Part Three:the enlightenment that the Third Plenary Session of the 11th CPC Central Committee makes to inner-party democracy building.This is explained from four aspects:(1) Without democracy there would be no socialism;(2) Inner-party democracy building must adhere to the Four Cardinal Principles(adherence to the socialist road,the people's democratic dictatorship,the leadership of the Communist Party of China,and Marxism-Leninism and Mao Zedong Thought);(3) Inner-Party democracy building should go on procedurally,orderly and continuously;(4) Inner-party democracy building should absorb and use for reference the rational components of the contemporary western democracy.
