| The inner-Party inspection system is a basic system of the Communist Party of China. Since the third Plenary Session of the 11th CPC Central Committee, the construction and development of the Party faces a series of challenges. After the eighteenth National Congress of the Communist Party of China, the anti-corruption work has been be referred to a new height. At present, everyone can see the inspections that are being carried out in full swing strongly and significantly. It is of great significance to strengthen the research on the construction of the party inspection system in the Party.The first chapter of the paper mainly discusses the historical evolution and function of the inspection system of the Communist Party of China. After the founding of the Communist Party of China, the Communist Party of China began to explore and improve the building of the inspection system. During the period of the new democratic revolution, the Communist Party of China made an early attempt to establish a preliminary inspection system in some ways. However, due to lack of experience and constraints of wars, the founding of the China and the "Cultural Revolution",the practice of work had been interrupted until the end of 1980s, this work was officially launched. Since then, the Party inspection system had entered a new stage of exploration, establishment and development and the construction of the inspection system has been becoming more and more perfect. Especially after the eighteenth Party of the Communist Party of China, The Party paid more attention to the construction of the inspection system. The inner-Party inspection system has a new development. And the construction of the inner-Party inspection system has played an important role in the Party’s construction and development. Strengthening the inner-Party inspection system construction is helpful to promote democracy construction, deepen the anti-corruption work, improve the Party’s leadership and leadership level, purify the Party members and cadres and be tied up with the Party and the masses.The second chapter mainly discusses the background and effectiveness analysis of strengthening the construction of the inspection system in the Party since the third Plenary Session of the 1 lth CPC Central Committee. As the third Plenary Session of the 11th CPC Central Committee, the Communist Party of China is facing the complex international, domestic and the party situation. International aspect mainly refers to by the drastic changes in the Soviet Union, the western countries, "peaceful evolution" and other aspects of the larger impact; Domestic aspect mainly refers to by the reform and opening up, the transformation of government functions and market economy and other aspects of the greater impact. The Party mainly refers to the corruption, the imperfect supervision mechanism and the Party’s function of change and others. After the third plenary session of the eleventh Party, in general, patrol system construction has achieved remarkable success:Driven by the construction of the inspection system, the Party inspection work mechanism is increasingly perfect, the Party’s anti-corruption efforts are getting stronger, and the people’s satisfaction with the Chinese Communist Party continues to improve.The third chapter mainly discusses the characteristics and development of the construction of the inner-Party inspection system after the Eighteenth National Congress of the Communist Party of China. Central government attaches great importance to the construction of the Party inspection system, and the characteristics of the construction of the inner-Party inspection system are obvious:Inspection and supervision mechanism has a higher authority; the independence of the inspection and supervision institutions be further improved; establishing a strict selection criteria inspection officials; and the speed of investigation is fast. Moreover, the inspection system of the Party also has some new development:the scope of inspections has achieved full coverage; the head of the inspection team has take a license; inspection methods added a special inspection.The fourth chapter mainly discusses the deficiencies and thinking of the current inspection system construction of the Communist Party of China. At present, the construction of the inner-Party inspection system has made remarkable achievements. But there are still a lot of deficiencies:the construction of rules and regulations is not perfect; inspection of the use of the results is not ideal; inspection methods still need to be further improved; a part of the Party and government leading cadres lack of emphasis on the Party inspection system construction and inner-Party inspection work; Party inspection and non-Party supervision are not well combined; lacking of supervision and safety assurance for the inspection staff, particularly in charge. According to the new situation development and the needs of work, in view of the existing problems, the Party should strengthen the construction of the rules and regulations of the inner-Party inspection furtherly; promote the use of inspection results; innovative inspection methods; strengthen the Party’s and government leaders’attention to the inspection work; promote the Party inspection combined with outside supervision and strengthen the supervision and safety of personnel, especially in charge of inspection. |
