Residual welfare, the old social welfare system in China has long been usedalready unable to cope with challenge of the aging population. Combined with theactual situation of China’s economic and social development, government and academiajointly proposed the transformation to appropriate-shared-benefits social welfaresystem. Setting up and improving the appropriate-shared-benefits social welfare system,so that more people benefit from the development of this system, this is the importantimplementation of China Dream in people’s livelihood construction field.In this paper, literature research, comparative study, filed survey and other methodswere used to detailed analysis of the current state of development of the social welfaresystem in elderly and achievements. Discusses the elderly welfare systemtransformation from the traditional residual welfare to appropriate-shared-benefits.And the problems faced in the transition process and the constraints. By drawing onJapan, the United States, Britain and other countries’ experience in the transformation tothe appropriate-shared-benefits welfare system, eventually made suitable for China’selderly welfare system development model and build path.At the same time, undertake a survey of old-age benefits through theimplementation of the five communities in Taiyuan. So I understand the currentsituation to carry out the community service system of old-age benefits, such as old-agespiritual needs of older material aspects, to provide these services to achieve whatresults, and what are the problems,etc. Combined the theoretical analysis and thefindings.Althogh our country in the age-appropriate social welfare system transformationprocess has made great achievements, the existence of elderly welfare services supplyand demand imbalance, old-age benefits industry lags behind, the lack of specializedpersonnel in elderly services, etc. Therefore, to improve as soon as the relevant legalnorms of the country’s aging welfare system, accelerate the hardware facilities elderlywelfare services provided, the supply subject to diversity the direction of development,in order to make our social welfare system, the successful transformation of the elderly.Research on elderly welfare system reasonable transition to promote thetransformation of the smooth implementation of the effect of improving the socialwelfare system of the elderly, in order to enable the elderly social welfare system to play its function in the China Dream implementation process.
